Hi,
I live in a small first floor 2 b/r apt, which is secure, has a balcony which house my six pot plants and, weather permitting, Dolly my budgie. Otherwise I bring her inside.
I will be leaving my car in the underground carpark but there is parking out the front of the 2 story building and it is within walking distance to the tram, train and bus. There are parks nearby if you feel like a walk and Carlisle Street is just one over.
Dolly likes music and a good chat although I have yet to make out what she is saying to me. She is given fresh water and seed every 3 days and needs the paper at the bottom of her cage replaced a couple of times a week.
It's not rocket science but obviously I want her to be happy. Budgies are very sociable. Her cage is covered over at sunset (somewhere quiet) and uncovered when I wake up.
You would need to like birds and not mind a bit of cleaning up when she tosses her seed out of the cage.
